Despite recent changes in the Swedish welfare system with devaluation of income from Social Services and an invitation from government to civil society to carry out welfare tasks little research has been conducted on service users’ experience of support from civil society.
The purpose of this study, was to investigate why poor service users seek economic and material support from the Church of Sweden. Furthermore, what characterized the service users’ interactions with the deacons, and what kind of perceptions and expectations the service users had of the support. In this study, nine qualitative interviews were conducted with service users who received social assistance from the Social Services, while simultaneously seeking economic support from the Church of Sweden. The study found that the informants had several reasons for turning to the church for support. One major reason, was a perceived deterioration in support from the Social Services. It was revealed that the service users often applied instrumental and strategic thinking in their interactions with deacons, while at the same time criticizing authorities for the same logic. This conclusion was referred to as the “instrumental paradox”. The economical and material support received from the church was deemed significant for the informants. However, it did not always meet their needs and expectations. This caused certain problems for some of the service users. By analysing the data in relation to Goffman's dramaturgical theory, the study also revealed that both the poor and the church are mutually dependent on each other for the maintenance of their roles, stage and play.
