Abstract
The Business Improvement District-model has in recent years become a more common model for improving residential and commercial areas in Sweden. The model provides a Public-Private-Partnership between property owners and the municipality that produces a unique form of local governance, but Swedish legislation is not suited for the model’s original use. The Business Improvement District-model has in recent years become a more common model for improving residential and commercial areas in Sweden. The model provides a Public-Private-Partnership between property owners and the municipality that produces a unique form of local governance, but Swedish legislation is not suited for the model’s original use. This bachelor thesis in urban and regional planning aims to investigate how the BID-model has been implemented in a Swedish context, and by doing so, contributing to the on-going debate of the model in Sweden. This qualitative research study focusses more specifically on why different actors (one private and one public) take part in the BID in Valsta, Sigtuna Municipality. The investigation also identifies risks with the implementation of the BID based on previous international research on BIDs. The study is conducted through a case study and the empirical material has been analysed through qualitative content analysis. Theory on collective efficacy and a critical perspective on Public-Private-Partnership are used as a theoretical framework. The results show that the driving forces for the private and the public actor taking part in the BID differ significantly and that there are risks with how the model has been implemented in Valsta. The public actor’s main driving forces to take part in the BID is to increase the sense of security in Valsta, reduce criminal activity and increase the profits for the area’s property owners. The private actor’s main driving force is to reduce the areas bad reputation in order to improve attractiveness. The risks with how the BID has been implemented relates to previous international research but foremost to the lack of research on how the BID-model has been interpreted and used in Sweden. (Less)
