Research shows that various aspects of environmental injustice can be found even on a local level in Sweden. Still, the topic of environmental justice is often disregarded in local planning processes and ecological and social concerns are often treated as two separate issues. Research shows that various aspects of environmental injustice can be found even on a local level in Sweden. Still, the topic of environmental justice is often disregarded in local planning processes and ecological and social concerns are often treated as two separate issues. To achieve just and sustainable planning, previous research emphasizes the importance of actively including and considering questions of who is causing environmental problems and who is affected by them. It is thus of interest to examine how environmental justice is included in regional planning, as it provides an increased understanding of what and who are valued in the planning processes and gives insight as to which perspectives are given or not given meaning and recognition. The purpose of this study is therefore to critically analyze how environmental justice is expressed and constructed in regional planning. In addition, the aim is also to explore the implications of such expressions and constructions. To achieve this purpose, the regional planning document Regionplan för Skåne 2022–2040 is analyzed through a critical discourse analysis, with environmental justice as a theoretical framework. The results show that an environmental justice discourse isn’t explicitly identifiable. Concerns related to distributional and recognitional aspects of environmental justice can however partially be identified through other discourses, although to such a limited extent that it is concluded that important aspects and implications of environmental justice are neglected. The study also concludes that the document doesn’t challenge existing orders of discourse and is therefore contributing to its reproduction, which in turn can lead to a continuous neglect of an environmental justice perspective in succeeding planning processes.
