Abstract
In response to exacerbated housing shortages, issues with loneliness among the population and increased awareness of the housing sector’s impact on climate, increased attention to various types of coliving forms has emerged in society, primarily in bigger cities and in countries like Denmark. Yet there is still a marginal occurrence of alternative housing forms in Sweden. Researchers argue that in order to shift to a “sharing is caring” lifestyle, we need to restructure our view of living and challenge prevailing norms. This study therefore aims to investigate the institutional challenges a smaller town, Karlshamn, faces in order to map out different actors and their roles in developing more sustainable housing. The chosen methods are qualitative in depth interviews with relevant actors combined with document analysis. The results reveal a relatively low level of knowledge among the participants, and the concept of alternative housing is undefined and undeveloped in policy documents. Additionally, some actors claim there is limited collaboration, which hinders the ability to acquire and spread external knowledge. An argument of a balance of the housing market in Karlshamn compared to bigger cities are usually expressed, which conclude a lack of demand for shared housing according to them. Conversely, the municipal housing supply program has shown a demand for alternative housing, which seems to be dismissed. Other factors such as a transfer of responsibility, lack of interests among actors, traditional lifestyles and current financial limitations could imply constraints for developing alternative housing in Karlshamn.
