Abstract
The historically rapid growth of modern cities has a tearing effect on our planet, which requires a systematic transformation from linear to circular resource usage and consumption. The historically rapid growth of modern cities has a tearing effect on our planet, which requires a systematic transformation from linear to circular resource usage and consumption. Scientists and decision makers world-wide propose Circular Cities as a part of the solution, but empirical evidence and theoretical models of their practical implementation is lacking. This study explores the framework Circular Development in Lund and Helsingborg through a comparative case study of municipal planning documents. The analysis answers research questions about how the framework can be identified in the municipalities’ planning, gaps between theory and practice, key lessons learned and the usefulness of the framework in examination of Swedish planning documents. Concludingly, densification, public transformation, renewable energy production and closed loops through reuse and recovery are the main circular strategies identified in Lund and Helsingborg. The findings indicate discrepancies between planning and suggested implementation, highlighting challenges in executing circularity effectively. Critique against the usefulness of the framework, although efficient for mapping of circular planning, includes lack of engagement with essential stakeholders, isolation of the urban ecosystem and simplification of governance; proposing a need for future research to further bridge the gap between theory and practice through adaptation of these shortcomings.
