Creating Public Value Through State-Owned Enterprises: Vienna's Smart City Journey and its Collaborative Stakeholder Approach

Abstract
This thesis investigates the approach to public value creation in Vienna, focusing on the role of state-owned enterprises (SOEs) through the lens of Smart City Strategies. Two primary gaps are addressed in existing literature: the specific contributions of SOEs to public value creation and the dynamics of stakeholder collaboration in smart city contexts. Employing a qualitative, exploratory case study methodology, the thesis draws on semi-structured interviews with public managers within Vienna’s SOE network and analysis of secondary data. This thesis investigates the approach to public value creation in Vienna, focusing on the role of state-owned enterprises (SOEs) through the lens of Smart City Strategies. Two primary gaps are addressed in existing literature: the specific contributions of SOEs to public value creation and the dynamics of stakeholder collaboration in smart city contexts. Employing a qualitative, exploratory case study methodology, the thesis draws on semi-structured interviews with public managers within Vienna’s SOE network and analysis of secondary data. The findings reveal that the unique political stability in Vienna, which is characterised by the social democratic party being in power for decades, fosters sustained public value creation through comprehensive collaboration with citizens, SOEs and other stakeholders. Moreover, the importance of strategic independence, a long term approach and bottom-up decision making is emphasised in creating high quality of life within a city. Findings from Vienna provide fruitful insights to how successful urban planning is approached to maximise public value creation, with a focus on the role of SOEs and stakeholder theory. Findings allow other cities to tailor their own strategies towards efficient public value creation, while future research should investigate and validate the driving factors found by this thesis with contextualisation in different urban contexts.
