Abstract
This thesis examines the ownership and governance of SMT Malmö Partner Holding AB in the context of the Jägersro urban development project in Malmö. It explores how a mix of public and private interests shapes urban projects through neoliberal governance, with a particular emphasis on Public-Private Partnerships (PPP). Through a comprehensive literature review, the paper establishes a theoretical foundation, given that the Jägersro project is still ongoing. It presents findings on how these principles impact the community, discussing the benefits, challenges, and future implications of PPP in urban development. In the Jägersro project, Malmö city collaborates with private companies like Skanska and Tornet, balancing efficiency and economic goals with sustainability. However, this approach presents risks, including the potential for the public sector to bear significant responsibilities and financial burdens when projects fail, as evidenced by similar cases in Malmö and Burlöv. The study highlights the importance of scrutinizing whether sustainability efforts genuinely aim at long-term social and environmental benefits or primarily enhance private sector profits. The analysis reveals how market-oriented principles and the involvement of private actors influence taxpayers and residents. By focusing on the Jägersro project, the study provides insights into the operational dynamics of PPPs and the broader implications of neoliberal urban governance. It discusses the efficiency gains and economic benefits touted by proponents, side by side with the risks and potential drawbacks, such as unequal power dynamics and the prioritization of profit over public good. In conclusion, the thesis underscores the need for careful evaluation of PPPs in urban development, advocating for policies that ensure public interests are safeguarded. It calls for further research into sustainable practices within PPP frameworks, aiming to balance economic efficiency with social equity and environmental stewardship. This study contributes to the broader understanding of neoliberal governance and its impact on urban development, offering recommendations for future projects and policy development. (Less)
