Extended Producer Responsibility in Cleaner Production: Policy Principle to Promote Environmental Improvements of Product Systems

Abstract
The focus of the environmental policy-making has shifted noticeably during the last decade. From having played a fairly insignificant role in the 1980s and earlier, product-related environmental problems have attracted an ever-increasing interest from policy-makers, especially in industrialised countries in North-Western Europe. Considerable attention has been devoted to the concept of extended producer responsibility (EPR) and today this concept is spread to most OECD countries and also outside this group of countries.

The focus of the environmental policy-making has shifted noticeably during the last decade. From having played a fairly insignificant role in the 1980s and earlier, product-related environmental problems have attracted an ever-increasing interest from policy-makers, especially in industrialised countries in North-Western Europe. Considerable attention has been devoted to the concept of extended producer responsibility (EPR) and today this concept is spread to most OECD countries and also outside this group of countries.



This dissertation shows how the concept was developed, presents a model for various types of responsibilities and defines the EPR concept as a policy principle for environmental improvements of products and product systems. Experiences from existing EPR systems are studied and complemented with an analysis of proposed system implementations. The results are combined with a model for how an EPR system can be developed in order to give the incentives for change to the relevant actors. Conclusions concerning how the details of EPR systems should be organised are presented, as well as a discussion about the advantages and disadvantages with involving various actors in the policy development process and the role of these actors in the implementation of the system. Produkternas miljöpåverkan har varit en av de stora nya frågorna sedan 10-15 år tillbaka. Att det uppstår betydande miljöproblem under en varas hela livscykel förstod man snart, men frågan var vad man kunde göra åt det. Jag kom att arbeta med återvinningsfrågor under senare hälften av 1980-talet. Det var också vid den tiden som förebyggande miljöskyddsstrategier började vinna insteg inom industrin. Ett förebyggande synsätt växte så småningom också fram inom produktområdet genom att man började intressera sig för en miljöanpassad produktutveckling.

Ett förebyggande synsätt växte så småningom också fram inom produktområdet genom att man började intressera sig för en miljöanpassad produktutveckling.



Men för att stimulera och driva på arbetet inom industrin behövdes myndighetsstrategier och styrmedel. Jag kom under slutet av 1980-talet att arbeta med de svenska myndigheterna och skrev 1990 den första rapporten om (förlängt) producentansvar till miljödepartementet. Det är en uppföljning av mitt arbete med producentansvarsfrågor som avhandlingen är inriktad på.



Jag försöker visa att de system med producentansvar vi har infört i Sverige och i andra länder har visat sig vara effektiva vad gäller att uppnå insamlings- och återvinningsresultat. Men detta är inte ett tillräckligt skäl för att använda sig av en producentansvarsstrategi. Det som gör det intressant är möjligheten att påverka produktutvecklingen och därigenom få fram varor som är bättre för miljön totalt sett. Om detta ska gå måste producentansvaret få en relevant utformning. Ett ekonomiskt och fysisk ansvar för varorna måste knytas till den enskilde tillverkaren. Erfarenheten, om än ännu knapphändig, visar då att innovationskraften inom industrin är betydande. (Less)
