- This work has two main ambitions. First, we will develop a generic framework which, properly used, can drastically reduce the intrinsic complexity of the continually evolving IT-environment, making it less unwieldy. That should prove advantageous for anyone trying to analyse social aspects of the moving target that is classified as "IT".

Detta beror delvis på att man behandlar ”informationsteknologi” eller ”IT” på så olika vis. Någon kanske konceptualiserar ”IT” som att vara en viss typ av hemsidor, andra fokuserar på s.k. ”chat”, åter andra kanske inkluderar traditionella massmedier I den egna definitionen. I många fall väljer forskare dessutom att studera en specifik informationsteknik som kanske inom några år helt har förlorat sin betydelse (ett exempel är s.k. BBS:er, ett annat är Minitel – det finns åtskilliga andra). Stora forskningsinsatser riskerar på detta vis att snabbt bli fullständigt obsoleta. Internet-infrastrukturen gör dessa problem allt mer akuta, eftersom nya kommunikationsformer kan dyka upp, förändras och försvinna med mycket kort varsel.
I avhandlingen utvecklas ett ramverk som är ägnat att lindra denna problematik genom att fokusera på kommunikationsdimensioner snarare än kommunikationsimplementationer (alltså enskilda informationstekniker). Tanken är att man kan ”ladda” sådana kommunikations-dimen-sioner (som t.ex. avsändaranonymitet, mottagarkostnad m.fl.) med samhällelig signifikans. En demokratisk teoretiker kan ha något att säga om avsändaranonymitet och huruvida avsändar-anonymitet är bra eller dåligt; en kriminolog kan säga andra saker om avsändaranonymitet; en ekonom kan komplettera med sina synpunkter på dimensionen i fråga. Därefter kan man, enkelt uttryckt, undersöka nya eller befintliga informationstekniker med ett vaket öga för dess möj-ligheter att göra avsändaren anonym (och givetvis motsvarande för övriga kommunikations-dimen-sioner). Ramverket blir på så vis en ”bas” för förståelse av informationsteknologiska följder.
Avhandlingens andra del är en teoretisk studie av begreppet privacy (ung. privatlivets helgd, eller personlig integritet). Utifrån ett demokratiteoretiskt fundament undersöks och förfinas den slutliga produkten som är en snävare och betydligt mindre löslig term, democratic privacy som i stort är en uppsättning kommunikationsnormer som normalt måste efterlevas i en fungerande demokrati. Valda delar av den förda diskussionen kopplas sedan till ramverket som utvecklades i del ett, genom att ”laddar” ett antal kommunikationsdimensioner med democratic privacy signifi-kans.
Avhandlingen avslutas med en demonstration hur en democratic privacy studie kan utföras. Under luppen hamnar svensk integritetslagstiftning inför, under och efter att personuppgiftslagen (PUL) anammades. (Less)
