The report is organised according to two main perspectives. The first concerns the interaction taking place during the development of the Seamless-IF. The second concerns the interaction taking place when the IF is applied after 2008. Under each of these perspectives prime users and so called other users are considered separately. Participatory methods suitable for the different situations are recommended together with a protocol which gives advice on a step-by-step procedure to follow. (Less)
