Abstract
The 2026 Israel–US war against Iran exposed significant weaknesses in the Islamic Republic’s intelligence, counterintelligence, air-defence, and command-and-control systems, while leaving much of its asymmetric coercive capacity intact. Missiles, proxy networks, cyber operations, covert procurement, hostage diplomacy, and transnational repression therefore remain central instruments of regime security. Europe is likely to gain importance in Iran’s post-war doctrine as an arena for intelligence activity, sanctions evasion, influence operations, pressure on the Iranian diaspora, and the use of criminal intermediaries.
