Non-resident Citizen Voting and Transnational Mobilisation of Political Parties : The Case of Turkey

Abstract

This chapter explores the ways and channels through which Turkey-based political parties respond to non-resident citizens through external voting. It firstly provides a brief history of the legislation regulating external voting rights in Turkey. It then examines the representation of non-resident votes in the Turkish electoral system and in the Turkish Parliament. The chapter discusses Turkey-based parties in relation to Turkish elections between 2014 and 2023 by drawing findings from parties’ overseas mobilisation strategies and programmes and from their engagements with diaspora organisations and/or overseas-based organisations formed by these parties for Turkey’s diasporas.
