Abstract

The Sendai Framework for Disaster Risk Reduction (2015–2030) promotes shared responsibility as a foundational principle for effective disaster governance, emphasizing the involvement of states, communities, private actors, and civil society. However, the principle faces criticism for its conceptual vagueness and practical limitations. This paper develops and applies a structured four-dimensional framework of responsibility to address the conceptual vagueness of shared responsibility. The framework comprises four dimensions: Definition, Conditions, Motivation, and Division, each unpacked through key attributes. Through a systematic analysis, the paper translates the concept of responsibility presented and promoted in the Sendai Framework. Rather than prescribing a particular governance model, the framework provides an analytical lens for examining how responsibilities are structured and distributed. In doing so, it serves as both a conceptual roadmap and as a tool for analysing responsibility-sharing in disaster risk management.
