Abstract
This study examines the extent to which the foundations of Germany's Israel-Staatsräson are reformulated in Chancellor Olaf Scholz's public rhetoric between October 2023 and March 2024, through a qualitative comparative argumentative analysis of two speeches. The first one being Regierungserklärung before the Bundestag on 12 October 2023. And the second one being a press statement in Jerusalem on 17 March 2024. The study analyses how the principle of Nie wieder and Staatsräson are used and reformulated under geopolitical and humanitarian pressure. By applying Toulmin's model for argumentation as the operational framework, and memory theory as the theoretical framework, the results show a clear shift in rhetoric between the two instances.... By applying Toulmin's model for argumentation as the operational framework, and memory theory as the theoretical framework, the results show a clear shift in rhetoric between the two instances. Further, the analysis illustrates that the principle of Nie wieder is not discarded, but rather recontextualised and adapted to a shifting dynamic. The study contributes to the understanding of how deeply institutionalised memory-political norms function as changing legitimising tools during ongoing crises. (Less)
