Abstract
Artificial intelligence (AI) was increasingly used in municipal organisations as part of broader digitalisation and efficiency efforts. The study aimed to examine how unit managers and digitalisation or IT officers described the implementation and use of AI-related tools in social work within the Labour Market Administration and the Health- and Social Care Administration in a large municipality in Skåne. Artificial intelligence (AI) was increasingly used in municipal organisations as part of broader digitalisation and efficiency efforts. The study aimed to examine how unit managers and digitalisation or IT officers described the implementation and use of AI-related tools in social work within the Labour Market Administration and the Health- and Social Care Administration in a large municipality in Skåne. Particular attention was given to work processes and efficiency, professional discretion and responsibility, as well as legal certainty, ethics and client-related work. The study was based on four qualitative semi-structured interviews with unit managers and digitalisation or IT officers from the two administrations. The material was analysed thematically and interpreted using socio-technical, ethical and organisational perspectives. The findings showed that AI-related tools were primarily described as a means of streamlining routine and administrative work. At the same time, the participants described tensions concerning professional discretion, responsibility and the possibility of questioning system-generated recommendations. Digitalisation was also associated with both opportunities and risks for accessibility, client contact and legal certainty. The results indicated that the consequences of AI depended not only on the technology itself, but also on how it was organised, implemented and used in professional practice. (Less)
