Syftet med detta arbete är att utreda om brandmännens praktiska färdigheter har förändrats sedan utbildningen Skydd Mot Olyckor (SMO) trädde i kraft. I detta arbete förklaras praktiska färdigheter som ”hur väl man hanterar och är insatt i hur verktyg och redskap fungerar som ingår i brandmannayrket – t.ex. kedjesåg, klippverktyg, pumpar, motorkap med mera”.
Vid Helsingborgs Brandförsvar där studien genomfördes, har det förekommit signaler (en så kallad magkänsla) vilka pekat på att brandmännens praktiska färdigheter har försämrats. I detta arbete förklaras praktiska färdigheter som ”hur väl man hanterar och är insatt i hur verktyg och redskap fungerar som ingår i brandmannayrket – t.ex. kedjesåg, klippverktyg, pumpar, motorkap med mera”.
Vid Helsingborgs Brandförsvar där studien genomfördes, har det förekommit signaler (en så kallad magkänsla) vilka pekat på att brandmännens praktiska färdigheter har försämrats. Arbetet avsåg att utreda om detta bygger på en endast upplevd negativ situation eller om magkänslan motsvarar reell kritik. Målet var att kunna konkretisera bilden på nationell nivå. En del i detta var att utföra en enkätundersökning riktad till styrkeledare över hela landet.
Resultatet visar att majoriteten av de som återkopplat i frågan anser att den praktiska färdigheten hos brandmän har försämrats sedan SMO-utbildningen trädde i kraft. Över 85 % av de styrkeledare som besvarat enkäten anser att brandmännen behöver öva mer grundläggande gällande praktiska färdigheter i ”stor” eller ”mycket stor” omfattning. Endast 11 % av respondenterna i enkätundersökningen arbetar vid en räddningstjänst som har anpassat övningsverksamheten efter SMO-utbildningen i ”stor” eller ”mycket stor” omfattning.
Slutsats som kan dras är att magkänslan, som var anledningen till att detta arbete genomfördes, är ett nationellt symptom. Det är med andra ord flera räddningstjänster i landet som upplever att brandmännens praktiska färdigheter har försämrats. Denna uppfattning visar sig både på ledningsnivå och på styrkeledarnivå.
I rapporten presenteras åtgärdsförslag riktade till dels Myndigheten för samhällsskydd och beredskap (MSB), dels till de kommunala räddningstjänsterna. (Less)

The purpose of this study is to investigate if the practical skills of firemen have changed since the education Skydd Mot Olyckor, SMO (eng. Protection Against Accidents, SMO) was introduced. In this study, the term ”practical skills” is defined as ”how competently one handles and understands the use and function of tools used in the fireman profession, e.g. chainsaw, cutting tools, pumps and cross cutters. “

The study was performed at Helsingborg’s Brandförsvar, where indications have pointed to a decrease in the firemen’s practical skills. This study intended to find out whether this was founded only on a perceived negative situation or if it corresponded to real criticism. The goal was to give a concrete form to this image on a national level. A part of this included a survey aimed at force leaders from all over the country.
The results show that of those who have taken the survey, a majority feels that the practical skills of firemen have decreased since the SMO-training came into force. More than 85 % of the responding force leaders are of the opinion that the firemen need a more thorough training of their practical skills to a “large” or “very large” extent. Only 11 % of the responding force leaders work at a rescue service that have adapted their training regime to the SMO training to a ”large” or ”very large” extent.
As a conclusion, the indications that were the reason for this study represent a national symptom. In other words, several of the rescue services in the country experience a decrease in the practical skills of firemen. This opinion was found both at management level as well as force leader level.
The study concludes with a set of suggestions for measures that should be taken are presented both for MSB and for the local rescue services. (Less)
