The purpose of the thesis is to investigate which citizenship norms that can be identified in the implementation of activation policy. The investigation is carried out as a qualitative interview study with eight ”street-level bureaucrats” from two Swedish municipalities. Through an analysis of their reasonings about their clients rights and duties it is examined how the notions of citizenship is understood in this crucial part of the implementation process. The results show a complex set of citizenship norms where uncertainty and ambiguity is the most distinct common feature. Citizenship is also described as conditioned by varying demands of activation and as narrow in the sense that other social problematiques are perceived as subordinate to the problem of unemployment.
