Abstract
The province of Scania differs a lot from the rest of Sweden, in that sense that a large part consists of very high yielding farmland. Official statistic tells that the three highest yielding categories of farmland are all located in Scania. Unfortunately for Scanias farmland, it´s under threat from being developed in to housing areas.
The paper deals with the planning conflict where the municipalities feel that they are “stuck between a rock and a hard place”, and want to provide land for development, but can´t due to pressure from the county administrative board and local groups of citizens. The province of Scania differs a lot from the rest of Sweden, in that sense that a large part consists of very high yielding farmland. Official statistic tells that the three highest yielding categories of farmland are all located in Scania. Unfortunately for Scanias farmland, it´s under threat from being developed in to housing areas.
The paper deals with the planning conflict where the municipalities feel that they are “stuck between a rock and a hard place”, and want to provide land for development, but can´t due to pressure from the county administrative board and local groups of citizens. To do that, the paper gives a background to planning history in Sweden and how the legislation regarding the preservation of farmland are in a sustainability context.
Why farmland is being developed instead of preserved, is not because there is a lack of legislation. Instead it’s because the legislation designed to protect valuable farmland, is written in a way that makes it possible to develop farmland under certain circumstances. The paper presents one of these development plans where the municipality of Lund believes there are circumstances that justifies the development of a housing area on farm-land. Resistance to development on farmland is also discussed, exemplified by a presentation of an appeal of a planning permission on farmland, from a group of citizens that are against these kind of developments.
