- This thesis research analyses the role of local and regional governance in fostering the circular economy, using Uusimaa and Päijät-Häme – both being regions in Finland – as study cases. The main inquiry is to understand the role along the seven causal factors that were identified as relevant for this study, which are captured by the notions of i) interpretation and congruence of the circular economy, ii) vertical integration, iii) scales of governance, iv) horizontal integration, v) measures and instruments to foster the circular economy, vi) spheres of authority, and vii) governance capacity. - This thesis research analyses the role of local and regional governance in fostering the circular economy, using Uusimaa and Päijät-Häme – both being regions in Finland – as study cases. To shed light on these factors and answer the associated set of four sub-research questions that complement the main research question, in-depth interviews as well as a document analysis across different governance levels (supranational: EU; national: Finland; local and regional: Uusimaa and Päijät-Häme) were conducted and engaged in. In essence, the role of local and regional governance can be distilled to the three major stances of i) strategizing, ii) catalysing and facilitating, as well as iv) operationalising. Yet, several interdependencies within the local and regional level as well as between all governance levels are imperative to be taken into account. (Less)
