- Rysslands fullskaliga invasion av Ukraina har inneburit en avgörande förändring i svensksäkerhetspolitik. Inom totalförsvaret har kommunerna en central funktion genom sitt ansvar församhällsviktig verksamhet och för den civila beredskapen. Denna studie syftar till att undersöka omoch hur kommunal planering för civil beredskap har förändrats till följd av det nya säkerhetspolitiskaläget. Frågeställningen inkluderar underfrågor för att undersöka motiv bakom förändringen, eventuellamotstridiga uppdrag inom den kommunala verksamheten. I intervjuerna uppgersamtliga kommuner att kunskaper och insikter från Ukraina har bidragit till att utveckla denkommunala beredskapsplaneringens nya inriktning. Resultaten påvisar även motstridiga uppdrag inomden kommunala verksamheten där beredskapsarbete står i konflikt med policy för hållbar utveckling. (Less)

- This study aims to examine if and how the planning of civil preparedness in Swedish municipalities haschanged in response to a shifting global security landscape. The study uses the year 2022 as a breakingpoint. This is due to Russia’s full-scale invasion of Ukraine and its impact on European securitypolitics. Using Thierry Balzacq’s understanding of securitization and Michel Foucault’sgovernmentality, the aim is to examine municipal planning for civil preparedness in Sweden through atheoretical framework. With a qualitative approach combining document analysis and interviews, thestudy seeks to use complementary methods that strengthen the study’s reliability.
