Recent years have seen many changes to the library field, not least when it comes to acquisitions. Internationally, the concept of letting library users take part in the acquisition process has developed over the past 30 years, from looking at inter-library loan applications as purchase requests to systems such as Patron-Driven Acquisitions (PDA). In a Swedish context, user influence has long been restricted to requesting specific books, but in the past decade, Swedish research libraries have begun to explore PDA and other methods as ways to make their collections more useful for their target groups.

Recent years have seen many changes to the library field, not least when it comes to acquisitions. Internationally, the concept of letting library users take part in the acquisition process has developed over the past 30 years, from looking at inter-library loan applications as purchase requests to systems such as Patron-Driven Acquisitions (PDA). In a Swedish context, user influence has long been restricted to requesting specific books, but in the past decade, Swedish research libraries have begun to explore PDA and other methods as ways to make their collections more useful for their target groups.

The main purpose of this Master’s thesis is to map the acquisition policies of Swedish research libraries and to investigate what part users play in these documents. 19 acquisition policies from Swedish research libraries were collected and an interview with the head of acquisitions at Malmö University was also conducted. The material was analyzed from a discourse analytic approach, in order to investigate how /users and librarians are described and whose interests are reflected in the policies. Following Norman Fairclough’s method of critical discourse analysis, the analysis was divided into three parts where, in turn, the texts, the way in which they are created and used, and their relationship to previous studies were discussed.

Overall, the policies express the libraries’ desire for user-centered collections and acquisitions. Library users are largely invited to partake in both selection and evaluation but the library is generally described as the absolute authority. Certain user groups, such as teachers and scholars, are also given greater significance than others where larger economic commitments are concerned. While the concept of user-driven collections is visible in the policies, the shift from collecting just-in-case to just-in-time is not as apparent and the concept of collection-building still characterizes many of the documents. Furthermore, the results demonstrate that there is a discrepancy between how the policies are phrased and how they are used. Though the documents are generally intended for both librarians and users to read, they are often constructed in a way that excludes many non-staff readers. In my analysis, this is seen as a sign of conflict between the new, user-centered discourse and the more traditional library librarian-based discourse in which users have not been invited to participate in the decision-making process.
