The purpose of this chapter is to articulate a policy research agenda for tourism and development framed around three broad questions: (1) What is policy? (2) Why is a policy research agenda for tourism development necessary? (3) What should a policy research agenda for tourism and development include? The chapter frames a policy agenda for tourism and development around descriptive, normative, distributive, procedural, predictive, evaluative, relational and reflexive dimensions of policy.
