Abstract
The thesis is divided into three sections. The first, “From an education market to public education. The Swedish girls’ school 1874-1962”, deals with the integration of girls’ secondary education into the public education system, as well as with the strengthening and weakening of this special, gender-coded education. Secondary education was gender segregated and integration involved a process of several stages. This thesis concentrates on three of the stages, mainly the school reforms of 1927/28 and 1962, and, touches on state subventions in 1874. The thesis is divided into three sections. The first, “From an education market to public education. The Swedish girls’ school 1874-1962”, deals with the integration of girls’ secondary education into the public education system, as well as with the strengthening and weakening of this special, gender-coded education. Secondary education was gender segregated and integration involved a process of several stages. This thesis concentrates on three of the stages, mainly the school reforms of 1927/28 and 1962, and, touches on state subventions in 1874. A consequence of integration was diminishing differences in, among other things, the contents of education, but in 1928 “female” competence was strengthened in the municipal girls’ school curriculum and, thereby, education’s family function. My conclusion is that the strengthening of the girls’ “female” competence and education and family functions in 1928 probably had a connection with the labour market for higher white-collar staff. Thus, the very design of the girls’ school became a means to preserve the patriarchal gender order and work distribution. That the weakening took place in a period when conditions in the labour market, in terms of certain decisive elements, were different strengthens my hypothesis that there was a connection between the strengthening of girls’ education and family functions and conditions in the labour market. The patriarchal gender order is based on perceptions of gender differences and a hierarchical order in which men are superior to women, which is really a concept of essentialism. I also investigate the long-term connection between gender ideology and education that has affected the development of girls’ schools. The second section, “Women’s Vocational Education – The Swedish Trade Union Confederation (LO) and The Swedish Employers’ Confederation (SAF) within the Joint Industrial Training Council (AY) and the Swedish Women’s Labour Market Committee (AKN) 1951–1975”, takes up aspects of voca-tional education and gender division of labour. I investigate how the labour market’s parties – LO and SAF worked towards changing the gender-bound education choices and getting women to choose industry-oriented vocational education in two cooperative organisations, AY and AKN. Co-operation between the parties in AKN aimed to increase the supply of women for industry, and to improve working conditions for those women who were already employed there. By means of information and propaganda AKN hoped to encourage girls to obtain qualifications for higher positions in the labour market and so change the gender-bound education and occupation choices. The parties’ efforts to change the gender-bound vocational education choice was not successful. The third section, “From women as a collective group to individual gender variations, SAF and the gender order 1948 – 1973” discusses the gender ideological changes within SAF. Based on the assumption that the gender system is affected both materially and ideologically by women’s wage labour, the hypothesis generated is that increased relative demand for women’s labour gave rise to gender ideological changes within SAF during the period investigated. My conclusions are that on the employer side there was a development of ideas in the post-war period, concerning women in the labour market, that was characterised by both continuity and change. The period 1948 - 1973 can be divided into two sub periods with the years around 1960 as the important dividing line. (Less)

Hypotesen anknyter till Hartmans patriarkatsteori och Hirdmans genussystemteori, men utgår från antagandet att den existerande ge-nusordningen – både den patriarkala könsideologin och genusarbetsdelningen - utsätts för förändringstryck under perioder av ökad relativ efterfrågan på kvinn-lig arbetskraft. Kvinnors ökade lönearbete leder till spänningar i könsrelatio-nerna både på arbetsmarknaden och i familjen. Då genusordningen är en s. k. seg struktur som endast på lång sikt kan förändras, både reproducerar besluts-fattare, män som kvinnor, en existerande genusordning och påverkas av nya för-hållanden på arbetsmarknaden. Min slutsats blir att förstärkningen av flickskolans ”kvinnliga” kompetens och dess bildnings- och familjefunktion 1928 sannolikt hade samband med situa-tio-nen på arbetsmarknaden för högre tjänstemän. Flickskolans utformning blev ett medel att försöka bevara den patriarkala genusordningen och genusar-betsdel-ningen. Hierarkin mellan könen på arbetsmarknaden och i utbildningen sökte man upprätthålla genom att avlänka eller sortera bort flickor från en högre till en lägre nivå inom utbildningsorganisationen, på arbetsmarknaden genom att styra flickor från ett högre till ett lägre delsegment på arbetsmarknaden för tjänste-män, alternativt att sortera bort flickor från arbetsmarknaden till familjen genom att betona och förstärka undervisningen för familjens reproduktiva upp-gifter. Att försvagningen, dvs. beslutet om avveckling av den speciella flickut-bildningen i flickskolan, fattades under en period då förhållandena på arbets-marknaden på avgörande punkter var annorlunda - arbetslösheten var den dittills lägsta under 1900-talet och risken för könskonflikter liten - stärker min hypotes att det fanns ett samband mellan förstärkningen av flickutbildningens bildnings- och familjefunktion och förhållandena på arbetsmarknaden. Den patriarkala genusordningen är grundad i uppfattningar om skillnader mellan könen och en hierarkisk ordning, där män är överordnade kvinnor, en särartsuppfattning. Jag undersöker också de långsiktiga sambanden mellan könsideologin och utbildningen som påverkat flickskolans utveckling. Den andra delen av avhandlingen, Kvinnornas yrkesutbildning – LO och SAF i Arbetsmarknadens yrkesråd och Arbetsmarknadens kvinnonämnd 1951-1975, behandlar aspekter kring yrkesutbildning och genusarbetsdelning. Jag un-dersöker hur arbetsmarknadens parter – LO och SAF – under perioden 1951-1975 arbetade för att förändra de könsbundna utbildningsvalen och få kvinnor att välja industriinriktad yrkesutbildning i två samarbetsorgan, Arbetsmarkna-dens yrkesråd (AY) och Arbetsmarknadens kvinnonämnd (AKN). Samarbetet mellan par-terna i Arbetsmarknadens kvinnonämnd syftade dels till att öka utbudet av kvin-nors arbetskraft till industrin, dels till att förbättra arbetsvillkoren för de kvinnor som redan var anställda i industriarbete. På arbetsmarknaden kännetecknades kvinnornas arbete i början av 1950-talet av den sekundära arbetsmarknadens villkor – det var okvalificerat och hade låg betalning. Genom upplysning och propaganda ville kvinnonämnden få flickor att både kvalificera sig för högre po-sitioner på arbetsmarknaden och förändra de könsbundna utbildnings- och yr-kesvalen. Mellan parterna förelåg ingen intressekonflikt. Lönsamheten i företa-gen kunde öka om även kvinnornas begåvning togs tillvara och för kvinnorna kunde både lönen och anställningsvillkoren förbättras. Inom yrkesrådet var in-tresset för den manliga yrkesutbildningen dominerande och kvinnornas yrkes-utbildning aktualiserades då underskottet på män som arbetskraft blev över-hängande. En sammanfattande slutsats är att parternas insatser för att förändra de könsbundna yrkesutbildningsvalen inte var framgångsrika. Avhandlingens tredje del, Från kvinnokollektiv till individuella könsvaria-tioner. SAF och genusordningen 1948-1973, behandlar könsideologiska föränd-ringar inom Svenska Arbetsgivareföreningen (SAF). Utifrån antagandet att ge-nussystemet påverkas både materiellt och ideologiskt av kvinnors ökade löne-arbete genereras hypotesen att ökad relativ efterfrågan på kvinnors arbetskraft medförde könsideologiska förändringar inom SAF under den undersökta perio-den. Mina slutsatser är att det på arbetsgivarsidan, inom SAF, skedde en idéut-veckling under efterkrigstiden kring kvinnorna på arbetsmarknaden som känne-tecknades av både kontinuitet och förändring. Tiden 1948-1973 kan indelas i två delperioder med åren kring 1960 som viktig skiljelinje. Inom SAF konkurrerade en äldre och en yngre könsideologi under perioden. Den äldre uppfattningen, en ekonomisk särartsideologi, byggde på specialisering efter kön och utgick från mäns respektive kvinnors påstådda komparativa fördelar på de för dem mest lämpade arbetsområdena. Den tidigare ekono-miska sär-artsideologin modifierades till ett ekonomiskt perspektiv grundat i könsåtskill-nad men med individuella variationer. Företagets lönsamhet kunde öka om könssegregeringen minskade. (Less)
