However, examples of implementing circular principles in public procurement for construction projects are rare. This study explores the challenges of aligning Sweden’s construction sector public procurement legislation with circular economy objectives. Conceptualizing the circular economy as a pathway to sustainability in the built environment, a qualitative approach, based on semi-structured interviews and a case study, delves into the working practices of the procurement process. Despite the efforts made by several of the municipalities involved in this study produced actionable recommendations, uncertainties in the construction sector persist. The findings highlight the need for strategies tailored to specific circular objectives, emphasizing collaboration and innovation, to enhance circular requirements in public procurement. The transformation necessitates not only changes in routines but a shift in the role of public purchasers, acknowledging their pivotal influence in shaping requisites for contractors. (Less)
