A Framework for Intelligent Access and Compliance Assurance for High Capacity Transport

High Capacity vehicles (HCV) have dimensions outside general access rules. The High Capacity Transport (HCT) concept consists of roads, vehicles, operations, and regulations. The Intelligent Access (IA) framework gives access to roads only if compliance assurance schemes are used to ensure “the right vehicle is on the right road at the right time with the right axel loads and driven at the right speed”. This enables the use of all road sections and bridges to their full capacity, without damaging the infrastructure or increase accidents, improve productivity, and having less carbon emission. Despite proven benefit of HCT is the uptake, because of remaining barriers, very slow outside Australia. IA can eliminate most of these barriers.... (More)
