Abstract
The Finnish National Board of Education, in collaboration with the Ministry of Education and Culture, has started to develop the training of rectors in a more systematic way by utilizing the funds which were allocated for the Osaava programme. One of the pre-liminary measures in this regard included a survey concerning the continuing education practices of school leaders on a worldwide basis. The goal was to assess the workability and effectiveness of various training programmes. The Finnish National Board of Education, in collaboration with the Ministry of Education and Culture, has started to develop the training of rectors in a more systematic way by utilizing the funds which were allocated for the Osaava programme. One of the pre-liminary measures in this regard included a survey concerning the continuing education practices of school leaders on a worldwide basis. The goal was to assess the workability and effectiveness of various training programmes. The objective was also to observe professional trends in other countries concerning the expected future qualifications of rectors and feasible plans for further training. Moreover, the purpose was to find new ideas to use in renewing the continuing education procedures for school principals.The survey was conducted by the Palmenia Centre for Continuing Education at the Uni-versity of Helsinki and was commissioned by the Finnish National Board of Education. The project started in April 2011 and was concluded in December 2011. The person in charge was Professor Kauko Hämäläinen, director of the Palmenia Centre, and he was assisted by Dr. Lauri Ahonen, project manager, and administrative assistant Tiina Virta, M.A. The project team included 14 experts from the Palmenia Centre as well as two educational specialists: Dr. Atso Taipale and Mikko Salonen, M.A. Dr Johanna Kallo, reacher of comparative education from University of Turku, conducted the survey concerning rectors’ education in Shanghai.The survey included the following countries, districts and metropolitan areas: Sweden, Norway, Denmark, Germany (Baden-Württemberg and Hessen), the Netherlands, France (Paris), Scotland, Russia (St. Petersburg), Canada (Ontario), the US (New York City and Pasadena/LA), China (Shanghai), South Korea, Australia (Victoria) and New Zealand.The survey methodologies included benchmarking visits, interviews of experts and edu-cational leaders in various countries, and research on school leadership training. A ma-trix was prepared for collecting comparable information. The matrix was translated into English, French, German and Chinese.

Utbildningsstyrelsen har i samarbete med undervisnings- och kulturministeriet börjat utveckla rektorsutbildningarna mera målmedvetet än tidigare, i synnerhet de utbildningsprogram för läroanstalternas ledning som finansieras via programmet Kunnig (Osaava). Kartläggningen genomfördes av Utbildnings- och utvecklingscentret Palmenia vid Helsingfors universitet under tiden april–december 2011 på beställning av Utbildningsstyrelsen. Ansvarig för kartläggningen var Palmenias direktör, professor Kauko Hämäläinen, som forskare och koordinator fungerade projektchef dr Lauri Ahonen och som sekreterare FM Tiina Virta. För projektet tillsattes en arbetsgrupp bestående av fjorton sakkunniga vid Palmenia. Projektet samarbetade dessutom med PD Atso Taipale och PM Mikko Salonen, experter på rektorsutbildning. Forskare PD Johanna Kallo vid Åbo universitet gjorde kartläggningen för Shanghai. Kartläggningen omfattade följande länder/områden: Finland, Sverige, Norge, Danmark, Tyskland (Baden-Württemberg, Hessen), Nederländerna, Frankrike (Paris), Skottland, Ryssland (S:t Petersburg), Kanada (Ontario), USA (New York City, Los Angeles/Pasadena), Kina (Shanghai), Sydkorea, Australien (delstaten Victoria) och Nya Zeeland. Datainsamlingen skedde genom benchmarking/datainsamlingsresor och personliga intervjuer med sakkunniga från de olika länderna samt med hjälp av en internetkartlägg-ning (deskresearch) och litteratur om skolledning. För insamlingen och jämförelsen av data utarbetades en blankett som översattes till engelska, franska, tyska och kinesiska.
