- The construction and real estate sector contribute significantly to overall climate impacts, which has increased the focus on sustainability in urban development. Municipalities, as landowners, have an important role through their ability to set climate requirements in land allocation processes. At the same time, there is limited knowledge of how these requirements affect developers, especially in commercial real estate projects. The study therefore aims to examine how climate requirements are applied in land allocation processes, how they affect developers’ responses and how such requirements should be designed.

Municipalities, as landowners, have an important role through their ability to set climate requirements in land allocation processes. At the same time, there is limited knowledge of how these requirements affect developers, especially in commercial real estate projects. The study therefore aims to examine how climate requirements are applied in land allocation processes, how they affect developers’ responses and how such requirements should be designed.
The study is based on a qualitative approach, including a literature review, a document study and interviews with developers. The empirical material consists of land allocations in the Stockholm and Skåne regions where climate requirements have been applied in commercial projects through procurement processes.
The results show that climate requirements have become more common in recent years and are generally viewed positively by developers. However, they mainly function as a competitive tool in the procurement process rather than as a key driver of developers’ sustainability work, which is instead largely influenced by market demand and economic incentives. Developers adapt to the requirements, but this adaptation has limits when the requirements create economic uncertainty.
The study concludes that municipalities have good opportunities to influence sustainability through land allocations, but that this potential is not fully used. To increase their impact, climate requirements should balance ambition with feasibility, for example by focusing more on performance-based requirements that allow flexibility for developers. Samtidigt framstår kraven främst som ett konkurrensmedel i anbudsprocesser snarare än en drivande faktor för exploatörers hållbarhetsarbete, som i större utsträckning påverkas av marknad och ekonomiska incitament. Exploatörer anpassar sig till kraven, men denna anpassning är begränsad när kraven medför ekonomisk osäkerhet.
Slutsatsen är att kommuner har goda möjligheter att påverka hållbart byggande genom markanvisningar, men att denna potential inte utnyttjas fullt ut. För att öka genomslaget bör klimatkrav utformas med en balans mellan ambition och genomförbarhet, exempelvis genom mer prestandabaserade krav som möjliggör flexibilitet för exploatörer. (Less)
