Applying a wicked problem model to strategic development in UK higher education

Abstract

This reflective commentary, based on long-term experience in UK higher education, proposes a novel approach to using a wicked problem model to develop policy and practice within higher education. The aim of this approach is to reframe the narrative of strategic development to acknowledge the complexity of cultural change and the importance of stakeholder consultation to build trust, moving away from short term solutions that address single issues. We highlight the challenges and benefits of the model for strategic initiatives such as quality enhancement, using the example of degree awarding gaps in UK higher education.
